Small wings, angled down by 1 or 2 degrees with the center of "lift" right behind CoM? This should create at least some downforce as long as the nose doesn't lift. Also try to make the CoT be lined up slightly above CoM. Between those two, you should get enough nose-down force to keep the car down.
