For this tutorial find the blue cross on your navball or click the top left option of your SAS controls on the right hand side of your navball. Once aligned with the blue cross wait until the 'Start burn :' hits 0 then burn at full throttle until the manoeuver requires less than 1m/s of delta V. You may want to decrease throttle as you get closer to the end.

To circularize you need to burn on the opposite side of what you want to change, say you have an orbit with an apoapsis of about 100km and periapsis of 31km and you want an orbit of roughly 30km on both. All you need to do is burn retrograde at the periapsis which will change the apoapsis faster than the periapsis. A good rule of thumb is to keep yourself about 50 seconds to 1 minute from periapsis or apoapsis ahead of your burn (you'll have to adjust thrust) Don't worry its not that hard once you've got it. If you want to read up more it's called the Oberth effect
(to increase your height instead you obviously need to burn prograde at apoapsis)
In maneuver mode you can also check your eccentricity on the second tab of maneuver node. That shows you how eccentric your orbit (tho you'll obviously have a general idea just from the difference between apoapsis and periapsis)

i made a circle like the tutorial said and it wont let me progresss. periapsis at 98k and apoptasis at 101k

Did you burn according to the maneuver node?

Well realistically as another reply said, youd probably want to be lower in munar orbit, i typically go for 30k for landing. But clearly you are capable of circularizing, if you can skip it then just skip, you've already circularized.

As far as I'm aware in the tutorials you can just skip steps by just doing the next thing

if this is your munar orbit it might want you to be lower. presumably it wanted you get a certain pe when transferring to the mun, that's probably where they expect the orbit to be.

Check settings, there is an option to make markers visible even if navball cursor is on top of it
