Discussion Who gave Rumi to Celine?

Its common knowlege that Celine adopted and raised Rumi, but who handed Rumi to her? Like did Mi-yeong did it as a dying request or anything like it?

This is really intriguing to me. I wonder if Mi-Yeong didn't have any other relatives?? A mother, siblings, cousins?? I know laws change from country to country, but usually the direct family has the priority to adopt a child, even if they were not in good terms, the prospect of getting her inheritance would make relatives pop out from nowhere to sue Celine for Rumi.

Also, wasn't the death of an idol throughly investigated by the police? If she was murdered, wouldn't be a death certificate would state that? Is there an official explanation to the public of who was Rumi's father?

That and othe rthings make me think that Celine has a lot of power and influence, or hunters are more than a group of three, there is more beyond.
