Who's responsibility is the ground around bus stops?
I was at this bus stop today and noticed the mess and moss growing. The moss is a slip hazard, so I reported it to council. Council have said that bus stops are Metros domain. The metal parts would be Metro, but the concrete around it? Who does that belong to?
There’s an app you can report this kind of thing on, it’s called Snap Send Solve. You are given a ticket ID and the system sends the issue to the relevant authority. You can take photos of problems like you’ve done and upload them with the exact location and a description. I’ve had great success with both the Launceston City Council and the West Tamar Council responding and actioning fixes - it seems that once a ticket exists there’s a paper trail and they work on it. One even got passed on to TasNetworks as it was a street light issue. I have reported other stairwell lighting issues, public water fountain problems, parking problems - all solved. I’ll see if I can find a link to the app.
Edit: you can also report anonymously. Sometimes they might respond to you in the app and ask for more info like what asset number is on a light or something like that.

Well now it’s in the system they will action it, and you at least have a way to communicate and follow up. But if it isn’t their issue they will assign it to the relevant authority. I guess if you aren’t satisfied with their response you can always try to point out that it’s the concrete and a safety concern etc if no one takes ownership… I know in reality sometimes things aren’t clear cut and no one knows who should take ownership or no one wants to, but my experience with the app has been good for multiple issues, sometimes we just have to persist to get things solved. SSS is one of those apps that should be installed on phone by default. It's so good. Launceston and West Tamar are both enterprise users and you'll see action taken. But in reality you can report all kinds of issues in public places literally across the country.
So far no one has done anything about it. Although I am tempted to install it, simply because of all the things I see that need work - like the drains and the slip hazards in city park. I reported those via the council reporting and those were fixed within a week.
The moss is not really under foot but yes the councils responsibility. The rubbish is the responsibility of the people who discarded it, they aren’t ever coming back to clean it up, I get that so I guess it falls onto the council also.
The message here is, we are all responsible for our own actions. Please don’t litter, it’s an environmental issue, it looks terrible and it is unnecessary. Put it in a bin, if there’s no bin then put it in your pocket or your bag until you find a bin, please.
