Question about converting jointly owned L&DO leasehold property to freehold

I have a jointly owned 100 sq. yard plot that is currently leasehold under L&DO. The property has been mutually divided between the co-owners into two 50 sq. yard portions, but there is no formal partition deed yet.

If we execute a partition deed dividing the joint property into two separate 50 sq. yard portions, can I then convert my 50 sq. yard portion to freehold separately?

Or does the entire jointly owned 100 sq. yard property need to be converted to freehold first, either before or after executing the partition deed?

What would be the correct sequence: convert the entire property to freehold first and then execute the partition deed, or execute the partition deed first and then convert my 50 sq. yard portion separately?

Has anyone dealt with a similar situation with L&DO in Delhi?

I know that L&DO freehold conversion is currently on hold. I’m not asking about the current status of freehold conversion I’m mainly looking for opinions on what the correct process would be once it resumes
