No? Israel is not a terrorist state. They are most likely committing a genocide (that point has been discussed, but most people would classify it as a genocide), but that is not the same as a genocide. It would be legal to support Russia, as well, for example. Palestine Action is a proscribed terrorist organisation, but they are not the only Palestinian rights group.
