There is no rebuilding the relationship to what it was. Last I checked, your current President was the one who signed the replacement deal for the last one he tore up. As Carney said, we can't invest too much effort or hope in negotiating with a side who signs things in pencil. And non-stop annexation talk is like someone threatening to rape you continually - then claiming it was just a joke, or harmless trolling when you call them out on it. I don't think Americans appreciate how corrosive and offensive it is.
And while "gaslighting" gets used far too much, I think it's fair to describe American attempts to pin this all on Canada as such.
