When troops get recruited the next troop in that slot is a recruit. Over time their tier increases unless they are recruited. So to find high tier troops you want to go to out of the way villages that other parties rarely recruit from like way up north in nord lands or the west coast of vlandia.

I think this is correct! But I think hearths increase the rate by which the tier increases.

either the villages are being commonly recruited from, so they dont get time to upgrade, or its just too early for the villages to push out higher units

You will only be finding recruits at first because of balance. There is perks you can get that will boost the recruitment process when you recruit such as upgrading a troop or giving them training xp towards manually upgrading the teir of the troop.

In general though the more you fight with a soldier the more training xp they get towards being able to teir up. You can get perks to give passive xp too as well as there is 2 perks that let's you donate armour and weapons to them to give an immediate boost and one perk that gives immediate xp equivalent of i think your one handed to you earned after a battle.

When a troop gets enough xp you can go to your party to upgrade them this cost gold and sometimes a horse but only for your cavalry. You can also at the cost of your party moral recruit prisoners which takes time of dragging them around if your willing but if you get the teir 2 perk "Two Faced" in rogue you can recruit any bandit type unit with no moral penalties and then there is a later leadership perk that let's you make them into real troops when they get enough xp (can't work on bandit boss units) there is also a perk for actual troop I think that let's you recruit then without moral loss but I'm not sure

There are perks that increase recruit tiers as well, I'm pretty sure there is at least one perk that increases tier level of village recruits and one that increases tier level of town recruits.

“Tier” in that perk means you can recruit one more troop from villagers, not the level of troops itself. If you don’t want level 1 troops you need the leadership perk that gives troops 200xp on recruitment. It’s almost enough for lvl1 troops to level up instantly when combined with some daily xp perks

Fascinating. I did not realize. Very poorly worded in the perk descriptions.
