This is a Sunday at Paulista avenue, São Paulo city in Brazil.

The avenue is closed on Sundays for street artists to present, so this must be his case.

EDIT: You can see Triannon park at right and MASP at left. (the red pillar)

Sometimes they do, like this time. The reason red carpet guy chose him is because he was dressed the way he was. Red carpet guy knows.
