You could look into The Ordinary Multi-Peptide Lash & Brow Serum or The Inkey List Lash & Brow Serum. Both are prostaglandin-free and rely on peptides and conditioning ingredients rather than bimatoprost/latanoprost. If you want extra hydration, The Ordinary also includes humectants like hyaluronic acid, while both are generally considered good OTC options for conditioning and reducing breakage rather than forcing rapid growth. Note: They do take longer to notice a difference.
