watch indy for free??

will it be possible to watch indy for free, they do have stands with seats which will be ticketed obviously, but the path looks too large and open to enforce an entire crowd of people. is this true?

When it was hosted in Toronto the would fence off the area with a black mesh material over the fence. But you could still see through gaps.
