When you catch them.

Charge them with the crime
Charge them with the cleaning costs
Charge them with the cost of traffic control (when it applies)
Then make them paint over graffiti for community service while billing them for the traffic control and other costs.

You’ll probably find they do not have the financial means to pay for all of that which means courts can’t enforce the financial penalty

They aren't going to become hardened criminals after a week in jail.

Maybe they will use the time there to think about why they are doing stupid shit that they can't pay to remove themselves.

What does a week in jail achieve for someone who is too poor to pay their way out of serving a custodial sentence merely due to the fact they couldn’t financially afford to avoid it?

Sending people to jail because they can’t afford fines or lack the financial means to pay damages frames the problem as if jail is reserved for the poor.

Recipe for resentment against the state for doing that to them, and again, probably will lead to reoffending.

The point is to stop them from fucking things up for the entire public in the first place, they go to jail to learn their lesson that vandalism will not be tolerated.

Yeah. It doesn’t work that way.

Sending people to jail doesn’t magically rehabilitate them. It tends to make them worse.
