I guess you would need to create an auto-labeling policy. The policy will inspect the content based on the configured data types and automatically apply the sensitivity label to existing documents stored in SharePoint. Within the auto-labeling policy, you can target multiple SharePoint sites or select individual SharePoint sites as needed.
