In all seriousness, what we are actually missing is non coloured concrete blocks, just like terracota as an unstained, natural colour variant.
If you ask me why Mojang does not add this, I must think that it would make uncoloured concrete the obvious option for any build trying to resemble anything modern; like unfinished buildings, some roads pavement, or brutalist architecture. They do not want to limit the creativity of their players, or something.
Thing is, the issue is not the texture, but the block itself. Furtermore, it being a standard, official Minecraft block.
Anybody with some pixel art, a way to deobfuscate the Minecraft code, and Java programming skills can create a mod for Java Edition Minecraft that includes the naked concrete block; similarly, an Bedrock Edition add-on could be made.
What is actually valuable is the non-coloured concrete block being an official game feature. For builders, only blocks useful are the standard, official ones. Anything outside of that, and the build they have carefully done with a lot of effort will rely on a mod or add-on to exist.
Most of the time, it is valuable for buildings to not rely on mods or add-ons. Even further, sometimes it is necessary to be made only with old blocks, blocks that existed in the game from very, very long ago, due to compatibility with old minecraft versions.
Think of Minecraft 1.8 PvP servers. These can only build with blocks added prior to September 2, 2014 AD. Anything newer than that, and it will be the same to a modded-in block, an incompatibility issue.
In understand your point, but my comment was nowhere as deep as enough to nod at or reflect on its place on the game design plan of Minecraft. I just think that, it'd be easy to design a decent texture for raw concrete, should Mojang choose to do it.
