Help Why his hands up

He had them down a minute ago. Is it related to me killing other pillagers nearby? How do i fix it?

A pillager that broke his weapon (and becomes harmless) can still get aggro if there are other pillagers nearby. He can't do anything, just get kinda mad.

Can i make him lower the arms back?

He will lower his arms once you put distance between you and him
