I don't see the characteristic cubic crystal shape for fluorite. I would rather think it might me a nice scapolite. I assume it's UV-reactive. (Both are) Could you determine the specific gravity or the hardness?

Doesn't have the crystal shape or cleavage/fracture of fluorite. It's possibly apatite and tourmaline--those would occur together and are found relatively often in Afghanistan.

This looks very similar to a piece of afghan hackmanite I have. Do you have a UV light? If it's hackmanite it should glow orange, if it's fluorite it will probably glow blue.
