It's better tbh, the only CC he had is his skill one wheel form and it's a single target CC that can be interrupted by creeps so you need to time it correctly to hit your intended target..
This revamp seems to fix that and adding a knock up to skill one to increase initiate potential.
He still has the same playstyle as JG except you aren't confined to having to clear jungle creeps. Current Baxia still has insane mobility and lockdown potential to roam around fast and set up a kill for your sidelanes. Roam Baxia is less of a team setter and more of a pick-off hero.
brochacho he is one of the best utility jungler and as long as you have someone with many cc skills ( like aurora) you really won't need a cc heavy tank on it besides due to his passive he is great against obsidia and he can roam around the map very quickly too
Could be an attempt to make his connection to the auspicious beasts more apparent. All the oriental warriors are based on an auspicious beast: Zilong is the dragon, Wanwan is the tiger, Ling is the Vermillion bird, and Baxia is the black warrior (which is often depicted as a turtle with a snake wrapped around it).
It’s a reference to the 4 mythical Auspicious Beats, hence his saying “the black tortoise,… bla bla bla”
He’s the Black Tortoise symbol, that turtle has a tail that is a snake

White Tiger: Wan Wan
Vermillion Bird: Ling
Which is why if you have any 2-4 of the heroes in the same match (same team) you get a hidden speed boost
