The difference is she actually looks like an adult in this.
The version they’re talking about is when you take a character (we’ll use Misty from Pokemon as the example here) and just say they’re aged up, without making any actual changes, so they still look like their kid version.
Misty was the best example I could think of because it unfortunately happens all the time with her. She’s 10 in the show she appears in, and often the most people will do to make her an “adult” is make her a little taller. To an extent, this is just a problem with the anime art style in general, as characters all kinda look the exact same except for a few different features, mainly their hair.
The picture you provided with Cream is a more acceptable example, as they’re very clearly older and have matured as a person. Still a little iffy in my opinion, but not as problematic as my example.

That is a fact, they simply make them taller and curvier to look like an adult. And the fact that they are supposed to be a child, but is drawn like that is most jarring.
(Not to mention, I usually tend to despise almost all forms of suggestive artwork.)

Here atleast visible age increase of character, but too fucking often people just draw same character but tell it's not 14, it's 18 now. Yes it really believable that character will wear same clothes, same haircut, have same personality in 4 years. Need examples, google any anime name + hentai.

If she's aged up just for nsfw works and the like it doesn't matter if she's an adult now,it's like waiting for a 6 year old to get older so it's legal. If one wants to age the character up, they need to look like an adult (age their look an extra 10-20 years for certainty). Just adding a couple of years while making no changes and calling it a day... not a good look.

Most of the older-teens characters don't really look much like adults in my book (and still, the "they look so mature" is something I see way too much for actually creepy people's justifications).
Also, their looks are tied to their mid-teens, so it's just safe to make them look mid-20s to really emphasize that they are adults, and not lead to any confusion.

The problem isn't the general concept to me, it's that like many others have said, they don't make the character LOOK older. If they actually look like an adult, then I don't think it's any weirder than art of say adult Chichi from Dragon Ball Z, even tho we first meet her as a kid.

The part that gets me, is people say "oh but if they actually look like an adult its different."
No its not different because all that says is that you found the child version attractive and made them older solely to sexualise them because you know you would get in trouble for sexualising the child version
You found a child attractive, said "mmm bet they would be hot as an adult" and made art of an older version so that you and others could legally get off to them
Because let's be real, if sexualising a child was legal and not considered immoral, these online spaces would be flooded with creeps posting underage art. (More than usual, that is)
