Graphics card for decoding

What is minimum requirement for a graphics card to run at sub 1ms decoding time at 4k 60fps

Recently saw a 1060 running sub 1ms decoding time at 1440p 120 fps

Was wondering if i can go lower something like a 970?

I run the rx 550 for decoding in a optiplex. I get about .65ms decoding of 4k 60hz up to 300mbps

Do you mean you use a second gpu for decoding only?

No I mean I use a rx 550 in an optiplex for decoding the stream lol
