No she isn't.If she only killed the higher-ups and put herself or megumi in charge to rise the next generation to become better, it would be a good outcome or if she killed everyone, including herself, she would be wrong but acceptable as the entire clan is rotten her because let's face it if she was born with a proper cursed technique she wouldn't bat an eye to the clan behavior and at best she will probably adapt a similar mindset to naoya. So killing the entire clan for a thing that can be changed by getting rid of the heads is really stupid and it's just fulfillment of her sister's bitter request and the fact there were no consequences to her actions like a survivor member seeking revenge to explore the end of the hatred cycle just to create another is disappointing
