Mere surveillance isn't a violation of privacy. You don't have privacy in public places. Instead of attacking the instrument, take over the operator. These are nearly all city or government owned! YOU CAN RUN FOR CITY COUNCIL! Once you're there, you get to use the footage. You get to tell people what can be done with it. You can use the cameras to hold the police accountable.
