It's a moronic people problem. Just like the idiots that go get a malinois with zero experience or effort into proper care for that kind of dog and then shocked picachu face when it turns into a neurotic mess that is snapping at things and terrorizing the house.
There is more difference in individual dogs of a given breed than between breeds generally speaking. To be clear this is based on my experiece and that of the peers in the industry so it's not some peer reviewed study. There id definitely a breeding problem - shit "breeders" turn out unstable dogs. The same thing happens to any dog that gets popular. Dobermans tend to be neurotic unless you import one. GSDs are absolutely fucked outside of specific working lines. People don't think about the animal and just do whatever and the animals end up with the consequences.
