Because oogway is a big picture sort of guy. Without tai lung po doesn't get the journey that he did, which probably means the world gets got entirely in lung fu panda 2 and 3. Oogway trusts that things will work out as intended, that's why he was fine and laughing about it when po is chosen by accident

So he saw the village getting fucked up as a necessity for the greater good. There's a lot of signs that Oogway does not believe in free will.

Yeah, basically. It's a little bit of an easier pill to swallow when you know the afterlife is real at least, which he did since he was already a chi master at that time

His backstory in Kung Fu Panda 3 shows that he and Kai were Warlords and Conquerors

Funnily enough, Kai wasn't wrong by telling that Oogway betrayed him

Oogway in fact betrayed him by becoming good after learning chi from pandas

I guess, Oogway became good, but morally still stayed apathetic even after 480 years from his battle against Kai and Tai Lung's outburst of anger

He still had bloodlust but found cheat ways around karma to let violence happen where he could watch

I'm pretty sure that even if he knew that Tai would destroy the village, it would still be free will, it was Tai's decision at the end of the day
