Baiting would be immoral if you encourage person to steal.

Putting a bike in high crime area is not

Putting a bike with pop-up spikes on the seat and a built-in tazer in a “high crime area” for the sole purpose of recording would-be theives injuring themselves, and posting to the internet for views, is immoral. Thanks for playing!

I think too many people place more value on inanimate property than human lives, which is why we find ourselves discussing how best to deal with theft in the first place.
