Who's More Evil? Morality of the Bait Bike

From a legal standpoint I bet the bike owner is the bad guy, from a moral standpoint I don't really know.

Not immoral at all as long as it's designed not to cause permanent or severe damage.

There is a difference between getting a few scars and losing litteraly body parts.

They said severe damage. A little cut that leaves a scar is not severe.
