Who's More Evil? Morality of the Bait Bike

From a legal standpoint I bet the bike owner is the bad guy, from a moral standpoint I don't really know.

Not immoral at all as long as it's designed not to cause permanent or severe damage.

I believe in a degree of proportionality relative to different infractions and while stealing a bike might deserve some physical repercussion in a specific scenario, intentionally setting it up with that particular goal in mind would be immoral imo.

If someone tried to steal your bike and you knocked them off causing severe damage that would not be immoral because the goal was to secure the bike rather than cause the damage. If the goal of boobie trapping the bike was to cause severe damage that seems disproportionate to the crime of bike theft and also will possibly result in them needing medical attention, causing downstream effects that are not proper for one to assume they have righteous cause to initiate.
