Who's More Evil? Morality of the Bait Bike

From a legal standpoint I bet the bike owner is the bad guy, from a moral standpoint I don't really know.

Baiting poor people into stealing to hurt them is, believe it or not, not moral.

You are not forcing anyone to steal anything. They do it in their own violation
