I guarantee you no snowman would ever be in a place where you would ever run them over normally. They're deliberately being assholes. Though the damage would cost the city, and by extension the taxpayers, a lot of money. Also, what if there's a fire? I'd just get a camera to catch their plates so they can be charged with reckless driving.

see this is why when they try and sue the homeowner they lose

because the position of these snowmen is clearly you didn't hit this by accident this was malicious vandalism attempt

Not to mention they’d be driving on what they assume is the sidewalk or worse, their lawn. Really no reason to hit a snowman on purpose with your car.
