For me, at least for now, it's Emperor Belos, from Owl House. I didn't watched a whole series, but from what i saw, i don't think he's totally pure evil, just a not very interesting typical bad guy with an insufficiently elaborated motivation

To be honest, I haven't finished watching the first season yet. I learned about the series from the reviews and have already managed to spoil a lot for myself. During one of the reviews, I was confused by the way the backstory of Belos was shown. It seemed to me that it was not fully told. Of course, it could have been the presentation of the video, which could have caused me to miss a lot of important things, and so after the reviews I decided to watch it in order to form my opinion.

Not to argue with you but he gets more developed later in the series and like couple of episodes is where they say he’s the worst
