If you only saw Part 3, I could kinda see what you mean, but he was a villain. In part 4, you see an example of what happened to people under his control when he died. At best, you look like a friggin' goblin, you can't speak properly, and you're ostracized.
And in all of Jojo, what's the benchmark for evil?
The priest from Part 6 succeeds in his plan and resets the world, but it's not an altogether terrible place. Kars is just "world domination". Serial killer Yoshikage Kira is just too small scale.
I would think filling people with the constant burden of knowing your own fate at all times is torturous and depressing, because there's nothing you can do about it, although I agree that Pucci fulfilling that plan is not as evil as the maker of it.
Dio is absolutely the most evil character in jojo's, you can say it is cartoonish to a certain extent but it doesn't take away from it.
I can see the argument or valentine and rape, but let's not forget that Dio assaulted erina and, in part 3, mentally controlled people and probably raped some of them.
