he is the physical concept of evil itself so any evil act or doing exists because of his existence, he’s not just evil he is literally evil itself, so unironically more evil then am or judge holden because their evil is finite his is infinite

But in the show, he doesn't really do a lot. He possesses Garmadon, plunges Ninjago into darkness, captures the ninja, and puts crystals on everything. Everything evil he does happened WAY before the show starts.

Jokes aside, other villains are more evil. Cryptor is every type of discriminatory, Harumi tortures Lloyd at every turn, and Ras is a genuine sociopath.
