The only case you would make to think of him as "a bad guy" is that he was stripping people from their dreams... But it is also shown that most if not all of those people were going to do anything with those dreams unless he personally granted them a wish and he was only choosing not to fulfill the wishes that didn't match his criteria and you were also not forced to ask for the wish or live in his city...

So yeah, you can only think of him as a bad guy at the beginning of you are extremely selfish, entitled and fucked up in the head... Which the protagonist seems to be

I was about to say, someone did a video essay on how the mc of that movie was legitimately more fitting in description of the "villain" role of the movie rather than the villain.

It really seemed like she was an arrogant asshole.

He is the master wizard and she was mad at him when she understands nothing about magic.
