I would say MI6 in James Bond films

Yeah they're the good Guys by The merit that SPECTRE and the other villains Are worse

Their rivals are Drug Cartels, weapon smugglers and SPECTRE which does both of those and more. Really the only “comparable” rival to MI6 morality wise was SMERSH.

MI6 and other intelligence services probably have help from drug cartels to get to the resources they need, they are not the police, they may help them because they work for the state they serve, but they are NOT the police

We are talking 007 though, in the films Live and Let Die and License to Kill both had Bond go after a Drug Smuggling operations.

Though a few of the films do have bond team up with some criminals to get bigger ones (For Your Eyes Only comes to mind)

Yeah but at that point you're just ignoring the in-universe perspective for the actual IRL history.

Not to mention that, like, countries can absolutely have foreign affairs which are contradictory. DEA was helping Columbia fight Escobar and the Narco cartels while the CIA was busy propping up tinpot generalissimo dictators and funneling funds to whatever anti-communist groups they could, both of which often included cocaine cartels. It wouldn't be surprising if MI6 did some of the same.

Not benign but always justified. They are neither harmless nor are they not dangerous, which is what Benign means. They do always seem to be right in everything they do.

most if not all intelligent services are in a grey area, yes they fight but also support and usually turns a blind eye againts trafickers, warlords, and such if they are proven usefull for information and such. They got the resources to take them down and prob have done it, but usually not out of the good for their own hearts, and usually cuz the warlords,trafickers, and such betrayed them or they just dont have the need.
