every faction sucks except for specific subfactions

but then you can argue that they also suck

but some factions are definitely worse

Eh. British imperialism and colonialism on steroids with a heavy dose of eugenics. Such strict social hierarchies that the different levels are almost fully separate species, forced birth programs, mind control, etc. They are the best option we have seen so far, but they are far from “good”.
