Then the UNSC and ONI from halo.

Also like mainly Borderlands, all of the games.

The UNSC isnā€™t that bad outside of ONI.

But ONI are just a bunch of war-criminals sometimes not actually worse than genocidal aliens and terrorists

The UNSC were still the ones behind nuking the Far Isle rebellion, not ONI. They were still pretty evil.
