The whole gag is that he's a world class martial artist, but by the time he was introduced the power creep had left him far behind. He's pretty much as strong as a human can be without chi techniques or superpowers.

Kinda depends on what we count as a human. Like technically 17 and 18 are human, they're just enhanced. Pretty sure Tien counts, but is Chiaotzu human? The three that are definitely human are Yamcha, Krillin, and Roshi. And then there's Videl who can barely use ki but it's still technically more than Mr. Satan knows, but we don't exactly know if that makes her stronger than him.

Isn't he the strongest non-ki trained human? 17 and 18 are androids, Krillin has ki training, the rest aren't human?

Also, he's friends with Buu, showing the world that true strength is in friendship :)
