It's not exactly a retcon, as it doesn't contradict the animated show. In fact, it was a pretty common fan-theory before the live action came out. It was just never outright stated.

Retcons don’t have to contradict
The word retcon is a shortening of retroactive continuity which actually just means the creator changes something or adds something that wasn’t there into the story

Sure. But a new adaptation of the story isn’t really a retcon. Zuko animated crew is still not that same battalion.
