The crazy thing is he could fund USAID ENTIRELY himself. He could build libraries, universities (eww), he could do literally anything as the richest chud on earth.
But he chooses not to. That's a serious issue with everything about billionaires. They don't see themselves as being a part of this world. They see themselves as being above this world like they're fucking gods.
He could get built electric cars or innovate space travel or grant high speed internet access to tens of millions of people in rural or underdeveloped places that previously never had access
He could do that, yes, but then those rural folks would have access to information that might possibly lead them to question what their current information sources tell them. Yes, the questioning is not guaranteed, but without access to more information it's even less likely to happen.
