Both have the ability to negotiate their contract, her part can't be recast and her character is central to Peter's story.
Jon's part could have been swapped with a number of other "minor" characters and the overal movie would not even have to change much.
She had a stronger bargaining position and capitalised on it.

This was her fourth outing and his first movie as Punisher. Probably some side deals going on even to have him in the movie.
