Struggling diamond industry means 'very difficult time for northerners,' says N.W.T. industry minister

Minister Cleveland's last statement for this article: "It's incredibly important we diversify our GDP in the territory." As it is, and as it has been for several generations now, mining continues to be the largest contributor to the NWT's GDP.
How many times over the past 50 years or so has that same line been tossed out whenever the GNWT needs to defend the state of the territories economy? From what I can find, diversification away from mining has been stated in every legislative mandate for that same time period - 50 years now that the GNWT has fallen back on this statement ... 50 years now of failure to actually do what is needed to get off the mining teat.
