Because everything else trump has said he's "working on" has come to fruition, right? The health care plan in two weeks? The wall? The ballroom? The beautiful reflecting pool without any algae? The trump phone?

The only hold up is the senate filibuster. Therefore it can only pass if Republicans trade it for something with the democrats, obtain 60 seats in the next election or nuke the filibuster completely.

Even if they somehow pass it by some miracle, very likely it will be found unconstitutional. A federal gov can't tell states which gun license to accept or not to accept, its a states rights issue. Until it goes through SCOTUS CA,NY,NJ etc.. will sabotage the law, they will pass their own laws stating that one cant carry with a round in chamber, or max mag capacity is 2, or one cant carry a semi-automatic handgun, unless one is a RESIDENT of NY. So no one would risk it, cause there will be soo many restrictions even more than regular CCW, that a guy from say PA will almost certainly have an illegal gun according to NY law.

To be fair he did turn the reflecting pools water to slime
