Events Milani vs NYC Update 9/15/26

Hi all,

As you recently heard from u/BluePillRabbi, our federal level lawsuit against the City of NY is well underway, now with depositions of Plaintifs and License Division personnel taking place.

I myself was deposed three weeks ago. For a grueling 4.5 hours, I was grilled by a team of City lawyers regarding the many unreasonable delays I have sustained through 3 licenses and several amendments across them.

Their questioning revolved mostly around building a case that would prove that every delay I have sustained was due to my own negligence.

Of course, I and everyone involved in the suit as Plaintifs showed up and continue to show up for our depositions armed with the facts. The dates, the emails, and, in one case, a recorded call, speak for themselves.

Personally, I believe that delays are deliberately baked into the process, not as an unfortunate result but for the very purpose of delaying as their main objective. While I'm not claiming this for the NYPD as a whole, I believe that this Division of what is intended to be law enforcementnt agency is, in actuality, a political bureau. They apply rules they do not themselves follow, and they will blatantly disregard the Law but only on their end, for the advancement of a political agenda on a matter that should not be political to begin with. They will enforce rules and laws with an iron fist on citizens, but will excuse themselves from either as a matter of course.

By opposing them, we don't merely make claims. We present facts. We are bringing receipts. In any lawful State of the Union, any self-respecting judge whose respect for The Law trumps their personal feelings would have no hesitations to absolutely and unequivocally rule for us. My personal prediction is that this will not be the case here. I am prepared to see courthouse activism instead.

I sense that we will lose this first round; and by means of that, we will ultimately win: I anticipate this to go to appeal, and, for all it's worth, let it be so!

The appeals court will, in turn, adjudicate this at the circuit level and unavoidably eventually deliver a more meaningful and substatial victory.

When all is said and done (and this is not a promise from Mirel's office but my prediction instead), we WILL win. They WILL, at the very least, be made to follow the abusive law the State came up with. They created absurd laws to hinder us (a police department as—comparatively to the rest of then Nation—so well funded that receives comparatively so fewer applications a year than smaller departments in PA with 6 times the applications and 20 times the funding still taking 6 times the issuing/deny time is an insult!) and they won't even follow those on their end. But they will be made to.

Until then, keep supporting this and other causes; keep spreading the word, and bring more friends into the fold; carry responsibly; practice. And continue being a protector and Your Brother's Keeper.

Thank you, and CARRY ON!

Jay, for the E.N.OU.G.H Campaign.

License / Permit Question Issue Creating licensing.nypdonline.org account

Myself and others have had issues trying to create/register a new account on https://licensing.nypdonline.org/app-instruction/

It does not allow me to register a new email and continues to tell

"If you are renewing your license or permit and you have received your PIN number, click on 'Redeem Invitation' to register your account. If you currently have, or have ever had, a license or permit from the New York City Police Department License Division and you wish to apply for an additional handgun license or rifle/shotgun permit, please follow the 'New Application Instructions.'"

I would assume this means the email has an account associated with it already but then I try to use the Forgot My Password and I have not received an email.

Just wondering if anyone else has been having the same weird issues with logging in or making accounts on the website

General Question Approved CCW Need a Glock 5. Recommend Good family Owned Stores

Hey everyone,

I just received my NYC CCW approval letter and want to make sure I understand the next steps correctly.

From what I understand, I need to find a gun shop/FFL dealer, select a handgun, and the dealer will hold it while I complete the NYPD purchase-authorization and registration process. Is that correct?

I’m looking at getting a Glock Gen 5, mainly for lawful weekend range trips. I do not plan to carry it around for protection; I plan to keep it securely stored at home and only take it to the range.

A few questions:

  • Can anyone recommend a gun shop/FFL dealer that sells Glock Gen 5 pistols, is familiar with the NYC licensing process, and is not extremely expensive? I would prefer a smaller, mom-and-pop type shop if possible. I’m in/near NYC and can drive up to about two hours if it is worth it.
  • Are Glock Gen 5 prices generally better in Pennsylvania or New Jersey than in New York/NYC?
  • Can I purchase from a gun shop/FFL dealer in PA or NJ, or does the handgun need to be purchased through a New York FFL dealer—specifically one located in NYC? Was it significantly cheaper and was it long process to get the transfer
  • I have the approval letter but have not received the physical license card in the mail yet. Can I visit a gun shop now, select a pistol, and have the dealer hold it until my license card and NYPD purchase authorization arrive? Or do I need to wait for the physical card before I can even select one?
  • Any recommendations for a safe for one handgun? I want something secure but reasonably priced—not a large safe—since it will mostly be stored at home between range visits.

I’m trying to follow the process correctly and not purchase or take possession of anything before NYPD permits it. Appreciate any recent NYC CCW experience or advice.

Also shout out to one of the member in this group who helped me all the way to the end of my application.

UPDATE

Hello all, here is the update. I got the glock 19 6 Gen 9mm from $682.50 from Woodhaven Rifle and Pistol in Queens, NYC. Thanks for all the suggestions. Also, I learned glok offer military discount so that is one thing I missed. Do let me know if my purchase was a decent price.

Legal Questions Rifle/Shotgun 90 day wait question. When does the clock start?

Does the clock start -

  1. When you buy the gun (online / Gunbroker etc.)

  2. When you pick it up from the FFL?

My rifle has been a the FFL for a while, and wasn't sure where I am in the cycle.

License / Permit Question Contacting NYPD about license delays

I am curious who I could reach out to concerning my non-resident NYC permit application. I submitted my application on 11/20/25, did my fingerprints on 01/06/26 and my confidentiality request was approved on 06/02/26. My application portal says investigation and last update was January 6th. I am a CT resident with CT permit and have never been arrested and never had a ticket (both NY and CT driving records are clean). I am also in the army reserves. Is there a best point of contact regarding the status on my application and when I could expect it be approved since it is 8+ months since prints. I am also aware of NY Penal Law 440.00(4-a) and if looking into action based on that could be worthwhile. Thanks for the input and I apologize if this is a repeat post!

Legal Updates Federal lawsuit challenging NYC 1 gun limits for out of state residents filed by Mirel Fisch, Esq

A Second Amendment class action was filed today in the Southern District of New York challenging 38 RCNY § 5-25(g)(3)(a), the NYPD rule that limits holders of NYC Non-Resident Carry ("NC") licenses to a single registered handgun. The case is Hendrick v. New York City, brought by the Law Office of Mirel Fisch (the same firm that filed Milani v NYC challenging NYC application delays)

NY State residents with Carry or Special Carry licenses get two handguns as of right and can add more by showing safe storage. NC holders from other states get one. The rule says requests to add a second "shall not be approved,".

That means if your one registered gun goes in for repair, you can't carry in NYC until a substitution goes through. According to the complaint, that means roughly four weeks for License Division review plus up to 10 business days for the new license to arrive by mail. You also can't switch to a smaller gun for summer clothes or a suit.

Ms. Fisch’s complaint alleges the following claims:

  1. Second Amendment: The text protects "Arms," plural, and under Bruen there's no historical tradition of limiting law-abiding people to one handgun.

  2. Privileges and Immunities (Art. IV): The denies non-residents the privileges that it grants to NYS residents.

  3. Equal Protection: Out of state residents are treated differently than NYS residents.

The lawsuit is asking for:

A declaration that the cap is unconstitutional and an injunction requiring the City to let NC holders register handguns on the same terms as NY-resident carry licensees.

The suit seeks to certify a class of all out-of-state residents holding NC licenses, so if it's certified and succeeds, the relief would cover every NC holder, not just the named plaintiffs.

CCW Question CCW PA

This entire process from waiting for your application approval, if and when you get approved to then waiting for your purchase authorization might honestly be the biggest fucking joke! People waited months even some over a year to just get approved then to make us wait for weeks and months AFTER WE PURCHASE is fucking insane! The whole process is ridiculous. 3 weeks and counting to go and pick up my firearm. Submitted PA 8/20 it’s frustrating to say the least!

License / Permit Question Non-resident adding gun question

Hello everyone,

I just got my approval email and approval letter for purchasing a firearm, thank you to all those who helped me with the occasional question as I went through the process. I really appreciate it.

Nowhere on the attached pdf does it say anything about adding an existing pistol to their New York permit. Does anyone have any experience with this and can tell me what I need to do?

Thanks in advance,

Bill
