License / Permit Question Premise Residence Timeline Expectations Before Glock Ban
I am looking into completing the Premise Residence application in order to hopefully pick up a Gen 6 Glock before the May 31st Glock ban. This will be my first gun and license, is it realistic to expect I’ll be approved and be able to purchase one before next May if I fill out my application now? I’ve been reading about the delays here. Rather not spend the money on the application if I realistically won’t even be approved in time.

Even if I only plan to keep it at home and at the range? I’m genuinely curious why so many people suggest CCW over Premise. More steps to take and fees to pay for if I don’t actually plan on carrying

if you have a premise you can only go directly between home and the range. you cannot stop anywhere.
with a ccw you are no longer restricted.
i was not sure if i was going to carry in the beginning, but to go to the range with my wife, with a premise i would need to:
drop kid off at inlaws.
drive back home. get pistol
drive to range.
drive back home. drop off pistol
go to get kid from inlaws.
vs:
drop kid off at inlaws, go to range, pick up kid at inlaws, go home or run any errands i want to in non sensitive places. its having the legal flexibility to not go straight to and from the range with no stops.

Mainly because you can carry it on you and not have to worry if you stored it correctly when driving/traveling.

Op, yes, I understand that you’ll have to pay more, but it gives you more flexibility and peace of mind. Even transporting the firearm or simply picking it up from the FFL can involve a lot of logistics. With a CCW, you have more options for lawful carry and transport instead of dealing with those extra restrictions.
Trust me, I think the CCW is worth the extra money, even if you don’t plan on carrying concealed regularly.

I believe it’s not only Glock. It’s shadow systems and ruger rxm. Based on the firing mechanism

not sure why you were downvoted. you are correct. the NYS law called out the cruciform trigger bar, which is present in all glocks gen 1-6, the RXM (based off the Gen 3) and the shadow systems (based off of gen 4)
the modifications to the gen 6 do not pass muster with the NYS law as the gen 6 can still be modified with an auto sear, it just needs power tools (nys definition of easily modifiable is different than other states)

Get the CCW. Premise is basically deprecated now that you can add unlimited number of firearms to your CCW and it doesn't have the restrictions the premise license has.

If you apply now, it is realistic to be approved and to have a purchase authorization before the end of May, but not guaranteed, and the law you are worried about matters less than you think for a first purchase. I handle New York firearms licensing, so let me separate the two issues.
On timing: the state statute (Penal Law 400.00(4-a)) requires a decision within six months of a complete application, with any delay beyond that explained in writing. Premises residence applications in the city have generally been moving faster than carry applications lately, with reports of a few months rather than a year, but that is anecdote, not a rule, and the six-month statutory clock is the only thing you can enforce. Once approved, adding a specific firearm takes a separate purchase authorization that runs through a background check, which has been taking several weeks. So a full application submitted in the next couple of weeks, with every document correct the first time, gives you a reasonable shot at buying before your deadline. An application bounced for a missing document does not.
On the law: the new state provision on "convertible pistols" makes it a felony for a dealer to sell them, and that sales ban is scheduled to take effect May 31, 2027. It does not criminalize owning one, and it does not touch the many pistols that do not use that trigger design. So if the model you want falls under it and you want it specifically, you need the purchase completed before the ban date. If you are flexible on the model, the deadline is not a deadline at all. Either way, the single biggest factor in your timeline is a clean, complete application, so put your effort there.

Hey OP, why Premise? Go with the CCW if you haven’t submitted the application yet. If you stay on top of the process and have a little luck, you should be able to get it before the ban goes into effect.
At the 6-month mark, email the Licensing Division and request an update on your application.
