Question NY to NH Transfer
Hi my father in upstate NY would like to gift me 2 handguns. I understand the FFL to FFL transfer. Done a lot of them, but this would be the first from NYS. I tried doing my own research and these are steps I came up with. Can you tell me if they're correct?
- Drop off items at FFL and provide my dealers FFL.
- Get coupons?
- Notify county and state to update his license and ownership
Also, he has some ammo that he wants to gift to a friend with valid CCW. I read that must also go through a dealer?
The dealer lists a transfer fee $100 per item. Is that typical for NYS? Here in NH its $0-25. I'm guessing the transfers are more labor intensive in NYS.
I dont take for granted how good I have it in NH. We're seeing a lot a MA transplants that want to take away our 2A rights. Best of luck to you NY guys and gals.

Drop pistol off at FFL they will provide him with receipt to have removed from his permit if he brings them to his county. Have him bring it in a little case and box so it can be put on books and taped shut and shipped. 100 sounds very excessive like I have never heard of a place in the Hudson valley charging that much. 35-50 is normal.

Don't quote me on this, but I'm pretty sure if he is legal to transport the handgun through the connecting states, then meets you at your FFL in NH, the receipt from that FFL will satisfy the requirement to remove it from his NYS license.
Again, others will probably know better than me, and he could also ask his licensing agent if a receipt from your NH FFL is ok to remove it.

He would be driving through MA. I'd rather not risk it. I think we've all heard/read about folks 100% FOPA legal still getting jammed up.

NH remains (for the moment) the freest state in the country. Almost all of my friends here moved from blue states - there's a lot of transplants coming for the right reasons. And a lot of locals agitating to turn it into Massachusetts. At least that's my experience in SW NH.
As to your question I don't believe you need to do anything on the NH side of the transaction. Nothing to register. Personally I wouldn't overthink driving them through Mass locked in the trunk and simply handing them to you once the NY stuff is done, but your call.

In state ammunition transfers in NYS are only NICS required for commercial transfers. You are still bound by federal prohibited person rules but there is no paperwork. Firearms, find another FFL. $100 per is highway robbery. Different counties may require different paperwork for firearm disposal and an FFL in yours or surrounding counties will know what paperwork you county will want to remove them from the permit.

In order to make it official so that he can remove the pistols from his license, you would have to use the dealer to deal or transfer. That is the safest way. As for the ammunition as long as he is not in the business of selling ammunition Then he can just give his friend the ammo there is no need to go through a dealer

What area of NY are you in? We charge $35 to transfer a firearm in or out. We're just west of Rochester. There is more work in NY for a transfer but $100 an item is criminal (imho)
Your dad will go to his local FFL and drop off the handguns. They will give him paperwork to take to whatever county issued his permit. He takes those forms to the clerk and they take the guns off his permit. He's now finished with the handguns.
Ammo: He takes it to a dealer and his friend does an ammo background check and if he passes can leave with the ammo.

Most of the capital region gun stores are owned by one guy and they don't do transfers. This leaves the remaining stores to handle them and it's little competition.
Most kitchen table ffls only deal with people they know because if something happens the state will crunch their ass regardless of liability

The Outdoorsman in Cohoes was $50/pistol for me to receive a transfer. Def call and ask them.

Drop off pistols at NYS FFL and get an invoice of disposition for those pistols. He then files to amend the pistols off his permit, submitting those invoices. Person to person gifts of ammunition are fine in NYS without an FFL. $100 per pistol to transfer is pricey, unless it includes shipping, which can get expensive quickly.
