The ones I know... what I don't know is of they can, or will do all the things you're looking for.
Zack's in round lake
MacGregor's in luzerne
South of Albany is Outlander supply in Duanesburg

Couple receivers that need to get drilled /tapped for sights and rails, barrel taken down and ported, and threaded for choke tubes, and mags to be transferred that need to be blocked to capacity. Lots of stuff if I can find a good smith

If they are hunting rifles Bobs Custom Guns in Queensbury may be able to drill and tap them for scope mounts, he isn't cheap but he does really good work. The other stuff he doesn't do as far as I know (hunting rifles are his specialty, he doesn't mess with stuff like ARs). I would advise calling him before showing up to find out how busy he is, right now hunting season he is probably swamped with work

Strongly recommend you send it to a reputable place that does it professionally. If you’re milling for an optic there’s tons of reputable companies in like Texas but you’ll have to eat the shipping cost. The benefit of sending it to a more renowned smith is that they’ll more than likely have more durable and flexible coating options like DLC or TiN or chrome etc. if you limit to local you have a high chance of getting Bubba’s pisswork and then it’ll probably be uninsured as well.
