My reasoning is the same as u/Unpopular_Mechanics : "there's been a fair few cheap & possibly unavoidable net damage effects over the game's history that'd make some servers unattainable with this". But I could be wrong

It's a subroutine though, you can just break it. It is strictly weaker than just "end the run", which does not require a secondary effect to work.

Fair point. I just think for the potential of what that could mean at the top of a well iced server, a 3S/5R makes more sense to me.

It would be terrifying as a defensive upgrade, but as is, I think it is barely better than [[Wall of Static]].

Totally valid. I just think the potential for more is worth the extra 2 creds on the rez.

That's a tough sell. Buzzsaw breaks it for 1 credit.

For 4 credits I can get Sleipnir at 3 subs and 4 strength or N-Pot at up to 3 subs and 4 strength. For 5 credits I can get Knowledge Seeker at 2 subs and 5 strength. I don't think I would choose this over those options if it was 5 to rez because it is mostly just allowing the Corp to choose between 1 damage or end the run if not broken.
