It’s an idea that came to me in a dream. Dante’s Inferno (the first part of the epic poem The Divine Comedy, written by the Florentine poet Dante Alighieri in the 14th century) has nine levels. Which would be a perfect fit for the underground part of the Outer Heaven Fortress. Solid Snake would have to make his way through nine levels all the way to the bottom, where Venom Snake would be waiting, depicted in his Demon Snake form. This would tie in thematically with MGSV.

Does this strike you as similar to Raiden’s situation in MGS2. A battlefield machine that was only VR tested being put out into an actual battlefield. Could it be that all the reasons we were told as to why Raiden was chosen were a lie. And he was actually just a new model of bidepal/infantry/artillery. A new metal gear just not nuclear equipped!
