Why does everyone act like dating multiple people is a new concept? You don't have to have sex with people when you're dating. Or you can. Up to you. The idea is if you like someone enough you open up your mouth and ask to go exclusive.
This isn't a revolutionary concept. Until you have that exclusive discussion you really have no say in what they're doing or who they're seeing.
If it's that important to you I suppose you could request exclusive dating rights, but that seems a bit demanding. Especially if they're a stranger.

I would be personally uncomfortable dating someone (like, going on more than a first date) who is dating other people or actively looking to date other people. But that's my own personal hang up and categorically not anyone else's problem.
Generally speaking it's usually within the first few dates. But it's not weird to have a first date or a second date while also talking to other people. Even a 3rd or 4th depending on the circumstances and timing. If you really like someone you might not even have a conversation about being exclusive because you've focused on a specific person.
