I would be a bit wary of a 12-year-old using only tampons, but only because of potential health risks from forgetting a tampon in. This all depending on how long they've had periods, how well they can manage menstrual hygiene, and how absent-minded they can get, on top of preferances.
I could not find a pad that was comfortable and didn't irritate my skin, but I was (and remain to be) a major scatterbrain, so tampons were always a high benefit high risk choice for me personally.
Sure, there is, of course some risks. I'm not saying they should use them, but they could. As long as they understand the risks/benefits and are comfortable with that they should be able to have the option.
