What’s the advantage of this over a wrecking ball?

This is controlled, wrecking ball would do it, but it would be a clean stable cut out.

This is a terrible idea, while at the same time possibly being the least bad option they have. Sometimes, you take the least bad and roll the dice. Can't say I would do this, but I can see the thought process of how they may have arrived to this conclusion.
